Associate Vice President, Business Operations & Facilities
Job Description:
Plans, directs, and implements multi-departmental strategic initiatives, resiliency programs and process improvement programs within Business Operations and Facilities (BOF). Performs highly advanced fiscal and policy administration and leadership functions. Assures coordination of BOF programs to ensure all are adequate, cost effective and consistent with state, governmental and institutional laws, regulations, and strategic planning initiatives. Oversees Utilities, Fleet, Courier, and Auxiliary services.
Essential Job Functions:
- Assures the readiness and sustainability of the Business Operations and Facilities functions in the event of disaster or other unplanned events.
- Implements a broad range of Departmental communications activities including written and electronic communications to promote and support the activities of the Department and the mission of the Institution through high profile professional and consistent world class documents.
- Directs Department performance improvement and business plans addressing productivity, quality and customer satisfaction. Directs benchmarking and measurement activity to validate consistent high-quality product delivery, best in class products and reduced costs.
- This position provides leadership and administrative oversight for support service operations at UTMB. Areas of responsibility include Department Administration, Human Resources for the Department, Oversight of Auxiliary, and Utilities & Fleet Services.
- Provides information, counsel and advice to the Vice President - Business Operations and Facilities as well as to other Institutional, Legislative, state agency or UT System management as required regarding Departmental operations. Represents BOF in various Institutional and System committees.
- Provides executive direction and oversight to Auxiliary Enterprises.
- Provides executive direction and oversight to Utilities and Fleet Services
- Ensures that the Department is focused on the annual and strategic goals and objectives of the Institution.
- Executes special assignments as directed by the Vice President - Business Operations and Facilities
- Represents the Vice President in their absence.
- Provide oversight and direction to the event recovery effort as necessary including coordination with UT Insurance Programs, FEMA and TDEM.
- Coordinates risk analysis and property insurance programs and work jointly with Finance to assure compliance.
- Adheres to internal controls and reporting structure.
Marginal or Periodic Functions:
- Prepares materials and delivers presentations internally and externally as required.
- Attends meetings, seminars and conferences as representative of Department as required.
- Plans, assigns and/or supervises the work of others.
- Perform other duties as assigned.
Knowledge/Skills/Abilities:
- Knowledge of administrative planning, budgeting, supervision, and management.
- Ability to analyze data and summarize multiple sources of information into coherent recommendations for action.
- Ability to facilitate and organize proposed improvements as recommended by external consultants who periodically reviews Business Operations and Facilities.
- Knowledge of local, state and federal laws as they relate to overall responsibility of BOF in the academic health sciences center setting.
- Excellent communications, interpersonal and problem – solving skills with a high degree of professionalism and competence in dealing with a variety of individuals including administrative, academic, and medical professionals, peers, and public officials.
Minimum Qualifications:
- Bachelor’s degree in Architectural, Engineering, Business or Healthcare Administration.
- Minimum of 10 years’ experience in the management of capital projects, operations, and/or property management in an agency, academic, or healthcare setting.
Preferred Qualifications:
- Master’s Degree in Business, Architectural, Engineering or Healthcare Administration.
- Fifteen or more years of progressively responsible management experience in a governmental agency or educational environment.
- Five years of business /management experience at the level of duties/responsibility of this position, preferably in Academic, Medical Center, or other governmental institution of similar complexity.
- Registered Architect or Professional Engineer in the State of Texas.
- Membership and/or a certification in a professional related healthcare organization such as ACHE, ASHE, APPA, ASCE.
